The CLEAR Clinical Governance Committee Effectiveness Survey (CGCES) provides an evidence-based assessment across five critical domains, helping boards identify governance gaps, strengthen oversight and prioritise improvement. Delivered in partnership with Insync Boards and the Australian Institute of Health Executives (AIHE).
Boards rely on clinical governance committees to provide assurance that care is safe, effective and continuously improving. Yet weaknesses in committee purpose, leadership, reporting, culture, workforce oversight or consumer engagement are often difficult to identify from within.
Built around the CLEAR framework, the Clinical Governance Committee Effectiveness Survey provides a structured assessment of committee effectiveness across five domains:
- Committee purpose, role and composition
- Leadership, dynamics and operations
- Excellence in quality and safety
- Assurance of workforce and practice
- Respecting consumer voice and rights
The survey provides a measurable baseline of committee effectiveness and can support an independent governance review. Findings help boards understand where assurance is strong, where gaps exist and where improvement efforts should be prioritised.
Unlike traditional governance reviews that focus primarily on compliance, CLEAR provides a practical framework to strengthen governance capability, accountability, and board assurance over time.
